[Publib] Cataloging and circulating paperbacks

We catalog paperbacks--donated or purchased--so that they will be
accessible through our catalog. We don't bother to fully cover/laminate
the donated books as we do purchased items, though. Exceptions are made
for extremely popular and/or pristine condition donations, such as Nora
Roberts, Danielle Steel, etc. Our reasoning is that those will likely get
more circulation for a longer duration than the dimestore romances, and
therefore need the added reinforcement.
To my knowledge, there is no policy on this issue, but is our longstanding
practice.
