[Publib] Dynix and "internet only" cards

Can I hear from any libraries that use the Dynix circulation system and use it to create "internet only"
library cards? I'm curious about how you would create a card that would let someone use our internet system
(which requires a library card number) but at the same time would not let the person check out books. 

(The point would be to enable long-term internet access for people who don't qualify for a library card. )
