[Publib] Budget Question

 `Challenging indeed!
A fair assessment may be to review the number/size of each department as
well as the circulation and visitation numbers. A hard, detailed weighing of
each of these three factors along with the age of each collection may help.
The condition of the collections is another factor to consider.
