[Publib] Budget Question

Dear Collective Brain,
 
Is there are rule of thumb for dividing collection development money among departments? i.e. Adult Collection vs.. Teen Collection vs.. Children's Collection. I have consulted a few ALA books I have and looked in the archives but with no luck. 
 
Our materials budget for next fiscal year was just cut 85% (and we haven't bought new books since October and won't buy any more until July 1) We are really hurting so I want to make sure what little money we have is spent fairly. Any help and advice is appreciated.
