Well now.  Let's look at this from a practical standpoint.  Your  offering a 
part time job seems to be an offer of same.  It also seems that  anybody who 
applies is accepting that offer.  
 
With regard to whether they really want the job, you may assume that they  
don't. Most people don't want a job at all, which claim is proven by the  fact 
that most will quit work if they win the lottery.  I think the  question is out 
of line--both in terms of what it requires of the prospective  employee, and 
in regard to the obvious realities of worklife.
 
Most people are trying to get "any job they can."  Weren't you?   Aren't you? 
 Didn't you try real hard to get the job you had--within the  bounds of what 
you could live on?  Isn't it enough that employers get to  grill people who 
are in a vulnerable and subject position, without also adding  qualifications, 
new barriers and mind games?  
 
I tend to think that when employers want to get into the minds of workers,  
that they don't know how to hire, or that they have trouble keeping workers  
satisfied.  Would perhaps a polygraph test do the trick?  Maybe you  could ask 
if they intend to have kids and inconvenience the library by going on  
maternity leave?
