[Publib] Splitting the Cost of Electronic Resources

I am wondering whether any public libraries are required to split the cost of their electronic resources over the period of time covered by the contract. If, for example, your EBSCO database renewal falls in November, do you pay for two months of database use in 2008 and 10 months of database use in 2009?
For those libraries following this model, are your vendors able to split the invoices without much trouble? Besides the extra work involved in paying two separate invoices for each vendor, what are the other disadvantages?
Are there libraries out there that looked at this model and decided against it. If so, what arguments were made to reach this decision?
I plan to follow-up with our database providers as well. In the mean time, any advice you can offer would be much appreciated.
