I can certainly understand that BISAC is perceived as more
user-friendly, but I'm a little dubious about the cost savings. For
one thing, people (customers/patrons) are still going to take books
off the shelf and then put them back in the wrong place. Most patrons
are still going to need help finding things, unless the signage is at
least as good as the signage in a bookstore (which it should be
anyway). This seems like a topic that's ripe for study--comparing
labor costs for Dewey v. BISAC in a public library.
