I found the solution in the update file on the TDMENU. It is as follows.

+] To do time control the old school way, create a file called
"lastlogin.txt" in your C:\CybraryQ\ directory.  For example:

    Time Limit:  45 minutes
    Same User can login after 30 minutes
    Manual Time settings:  Off

A user logs in and uses 35 minutes.  The user logs out and waits for 31
minutes.  The user logs in and receives a full 45 minutes.

A user logs in and uses 25 minutes.  The user logs out and waits for 15
minutes.  The user logs in and receives 20 minutes.

I changed the time limit to 60 Minutes, the Same User can login after 0
minutes and Manual Time settings: Off.

It works!!
