[Publib] lead in toys

Call me cynical, but I think that the bill was deliberately written to
be vague. No politician wants to vote "for" lead in children's toys,
but no politician wants to put such a big "burden" on manufacturers to
actually monitor the factories on the other side of the world that
produce their products.
