Not quite true: at the annual Landsgemeinde, or cantonal meeting in Appenzell, in eastern Switzerland, men who want to participate are supposed to come armed:

"At these meetings cantonal citizens domiciled in Switzerland having reached the age of eighteen must attend. The men carry a bayonet or, most of them, a sword inherited from their fathers and held in great honour, and the women a licence to vote, thus proving their rights."
(source: http://www.appenzell.ch/en/pages/culture_customs/landsgemeinde/ )

I went to one of these as a spectator a number of years ago - it was quite an impressive sight.

Of course, we might also be the only country where people carry weapons in town hall meetings!
