[Publib] A non-text attachment was scrubbed... AGAIN?!

Dear Colleagues,
It seems to me that I am seeing more and more "A non-text attachment was
scrubbed..." postings on Publib-L.
I am starting to get annoyed.
A bunch came across during the discussion about "Displaying ILLs for
public pickup."
Each had a WebJunction URL linking to picture.
Unfortunately, clicking the URL does not display the picture.
I have tried the URL in three different Web browsers.
The word "done" is displayed in the lower left corner of the browser(s),
but I see no picture.
When I eliminated the last element of the URL, I see a directory listing
attachment-001.jpg and attachment.jpg plus two htms with the same filenames.
The htms display pages of html coding.
None show the picture.
Can anyone explain what is going on?
And sooth my restless soul.
