[Publib] Staff recognition awards?

For the last few years, we give part-time staff a certificate for two hours off with pay to use at their discretion.  We issue this on their birthday and it's good for 30 days.  We do not offer vacation pay or health benefits to part-time staff so this has become a small way to reward them with something.  Full-time staff do not receive this.  We are also a non-union environment.
