[Publib] Staff recognition awards?

In county government, it's hard to come up with rewards or incentives
that allow compliance with county code!  I made up some business card
size "certificates" that allowed a staff member to do one of two things:
trade an "off desk/reserve" hour with a manager to cover a service point
or allowed for a flex schedule for an extended lunch hour or early
out/late in schedule.  They still work their 40 hours and get paid 40
hours, but we would allow flex time to do something special.  It was
worded as a "thank you, you've been working really hard" or "You did an
outstanding job".  The most often used was the trading a public desk
hour with a manager. :-)  They had to give the certificate back, and
managers kept track of how many were out at any given time, and we found
a reason for each staff member to get at least one each year.
