Some summers we get grass and forest fire warnings; tornado and severe t-storms warnings are not infrequent. There's not a lot people in this part of the world can do to avoid these situations anymore than Californians can avoid earthquakes.
What might be more helpful would be to publish the likelihood of being in a serious collision at various points along the roadways of California and elsewhere. Then people could select other routes and methods of commuting or just make their way to the nearest earthquake-proofed public library and minimize the danger to their persons ;-)
