[Publib] effective hand cleaners

The Coast Guard
Academy<http://www.navytimes.com/news/2009/07/coastguard_swineflu_072109w/>has
had one of the latest outbreaks of H1N1.  This is
after the Air Force Academy was affected.  Those schools operate during the
summer.
If this trend continues, we could expect major problems when regular
schools,
colleges, and Universities start up again in the fall.

Public libraries could find many creative ways to promote hand washing and
basic hygiene:

 Lady MacBeth <http://en.wikipedia.org/wiki/Hand_washing> may have been on
to something!

Hand washing, hand washing, hand washing.
