Wording and signage matters little. If your sign-in software does not 
enforce an age limit, then this will be a very staff intensive policy to 
enforce. Consider just how much staff time you spend on enforcing 
"informal" rules that you software does not handle. We are fortunate in 
that our software would limit users by age if we wanted it to (Library 
Online, formerly Telus).

In most cases though, if we can't have the software enforce it, we look at 
changing the policy. We simply don't have staff time to check to see how 
many DVDs are checked out to a person or an address.  Also, note that such 
a policy will be harder to enforce in a self-check environment if it is not 
coded.
