[Publib] community collection drives

Hi Abigail,We also do a variety of collections.
- Working with the county sheriff's office, we collect cell phones to be
distribute to low income seniors- they only call 911.
- We have a box to collect glasses for the Lions Club- we've had this
since before I started 8 years ago.
- We do a "food for fines" for the local food pantry at least twice/year
- Working with the Christian Help Association, we collect and distribute
coats each year at Christmas time. We've already had 4 bags dropped off this
year.
We don't have a formal policy statement, although I like Nann's.
