[Publib] cloth bags for checkout

Two more lessons we learned from our experience:
First, use the small ball-bearing chains to connect the luggage tags. We had
tried zip-ties, but they break in cold weather and can scrape some one
pretty badly as well.
Second, our maintenance person hung a couple large "plant" holders
underneath the circulation desk to help hold some of the bags. I don't know
if that has helped as much as we thought it would. Generally, the circ staff
keeps two or three hanging on the arms of their chairs/stools so that they
are handy.
