That noise you hear is me banging my head against my computer.

In addition, librarians should remember that the film rating system is the work of a private  organization -- the Motion Picture Associaiton of America.  

If a bunch of ten-year-olds appear at your library accompanied by a parent, the parent should make the decision whether his/her child --  and only his/her child -- should see the film.  If said ten-year-olds are in the library alone at 7:30 p.m., you should have an "unattended child" policy in place to deal with them.
