Once upon a time, in another field, I was present when the
boss's-boss's-boss told us that all employees in my department would
be ranked each year, and each year the bottom X% would not receive
raises. By implication, those people would leave to be replaced by
better performers. I pointed out the mathematical problem with that,
namely that in Y years he might be left with one person in the
department and be unable to function. There was no response except for
a glare.
