[Publib] Pets in Libraries

We do not allow pets.  This policy was formalized after a patron tied their
dog to a heavy wooden bench in our entry way.  For unknown reasons, the dog
got upset and ran into the library, dragging a four foot long wooden bench
behind it.  The bench slammed full-force into the book stacks ---  instead
of slamming into a patron, thankfully.   Besides the safety issue, some
people are allergic to dogs, cats, other animals.  Our policy can be seen
