[Publib] Regarding cloth bags

Checking out cloth bags sounds like a great idea. I took an ecolibrarian
class last year, and several libraries asked patrons to bring in unwanted
cloth bags. Some then turned the bags inside out and had kids decorate them,
others just added decorations to the outside. Most of the libraries just
used them as they would plastic bags, and found that patrons did return them
for others to use.
