Further on this subject,

For a person who has a cel phone and no "home" (landline) phone, the cel
phone becomes the home phone and possibly also the office phone.

And, if the library calls a landline, the call is free to the patron,
but counts against the free minutes or creates a charge to the patron if
it's to a cel phone.
