[Publib] circumstances where no warrant or subpoena is necessary

We have a women's shelter here and recently had books returned to our
dropbox with a note saying the family had to leave town suddenly because
someone (not us) broke confidentiality. 

We NEVER give out information without a warrant. Someone's life could be at
stake. Would you bet someone else's life that the police officer isn't going
to share that "confidential" information you give him/her? Or, doesn't want
it for personal reasons?
