[Publib] Envisionware Guest Passes and Filtering

Our system is a bit of a holdover from our paper sign ins, but works fairly
well for us.

1.  Juveniles can only use the computers in the children's room, and our
system blocks that card type from registering for a reservation.  If the
children's room is closed, they can present their card to the reference desk
and if they have internet permission, we print a guest pass.

2.  Local patrons who forget their cards (or lost them and don't live in
town or have two forms of ID today) can show us an ID and we will sign them
in ONE time.  We keep a card file and check people before they sign up (if
it's been a few months, often we'll give them a second chance).  We have
created dummy cards on cardboard for this purpose, but the staff member
walks over with that card and makes the reservation for the patron.

3.  Temporary out of towners (I'm taking a class for two months, I'm here
from Europe for a week) can get a temporary pass without a barcode, and show
that to us.  We then use the dummy cards to sign them up.

This is a lot of extra work for the staff, but NOTHING compared to what we
used to do with paper sign ups, and we have more patrons using our computers
than ever before.  I'd give anything for some express stations but we're
still in the works on that.
