These sign systems are all proven in commercial and educational
environments.  I think sandwich board signs are a really good
method of display.  They are quick to change and easy to move
around.  With dry/wet erase fluorescent marking systems, you can 
call attention to any message.  Even if you are just giving temporary
directions to an event, an arrow on a mobile sandwich board can
work much better than a paper sign.

One of the best things we've ever done is install one of the neon "open"
signs in the front entrance to our main library...so much so that we've
now purchased more for the branch libraries.  We've also acquired a
number of "sandwich" boards (two pieces of plywood with a hinge)
particularly for the smaller branches to help attract patrons when
they're open. 

My observation about signage is that it always looks obvious when you've
done it yourself or it's in a building where you know your way
around...it's very different when one is trying to navigate in a strange
environment.  It may have been obvious to those who put the signage up,
but that doesn't mean they were successful for their users!

And, yes, last time we renovated we had a heck of a time keeping patrons
out when the library was closed...despite having the whole library
packed up, scaffolding and sheeting everywhere.  It was almost
impossible to monitor with workers coming and going and doors being left
open.
