We operate in much the same way. We're willing to print forms for patrons and we have handouts with addresses of the local IRS (state and federal) offices. It does seem odd that post offices (federal agencies) don't carry these any more but somehow libraries are expected to do so.

We went out of the tax form business probably 8 years ago. We found it a no win situation. The IRS would not fulfill our orders so we ran out of forms and were constantly trying to re-order. We would get yelled at because we didn't have some obscure form (was in the Tax Forms book to copy) and the "you mean I have to pay my taxes and pay for the stupid form too?" syndrome. In essence we were a "front" for the organization that everyone loves to hate. Since we had the forms we would get barraged with questions of how to fill them out and the "can I deduct" etc. We have a Vista Senior Citizen Tax Prep program at our city, but it isn't for everyone. We do have the various common tax prep books in the collection to help.
So we just do the electronic stuff via the Internet. We encourage people to print them at home if they have Internet access (we are a suburb of Los Angeles and most people do have access) rather than paying for our LAN prints. The Post Office around here no longer carries the forms either.
Most of our public accepts this just fine especially since we haven't done it for a long time. We do print up a sheet with locations of places that carry the reproducible books like Kinko's or other copy places. We also list the local IRS offices as well as the websites for both state and Federal forms.

We have never been able to get the federal forms. My library opened in April 2003. When I called to order forms that autumn, I was too late to get them for TY 2003. When I called the next year to get on the library list, I was told they weren't accepting any new "clients." Tax forms were available online and I should tell my patrons that. I have the state forms every year, but I'm not able to offer the federal forms. I end up sending my patrons to the next nearest library (the post offices no longer carry them).
