We have much the same rules, but a simple memory card reader (under $20 at 
local stores) will plug into a USB and work just the same as a flash drive. 
We have two and check them out to patrons for in-library use. Can't leave 
them plugged in - they disappear. Of course, if the IT gods won't let 
patrons use flash drives, then this won't help.
