[Publib] Processing Quality Control

Are your materials inspected for "quality control" before being sent to
your libraries (or shelves)?  While our materials come somewhat
processed from the vendor, we still have a processing crew for barcodes,
labels and other details.  Then all items are individually inspected by
another group of staff before being sent out to the libraries.  In tight
budget times I am wondering if that "Quality Control" is cost effective?
