Your situation is fairly common in the library world, and also the retail business world, where agencies are open seven days per week. A perfect example will be July 4, 2009. Government offices will probably close on Friday, July 3 because they are not open on Saturday anyway. We will close on Saturday, July 4 and give staff a floating holiday to be used within a specific time period. The same thing happens with Xmas Eve, Xmas, and New Year's Day -- the remaining holiday's that haven't been moved to Monday, when they fall on a weekend. Of course in retail they are open on the holiday and the employees who work get paid a premium, plus the floating holiday.

Hello everyone,
I was hoping I could tap your collective brain on a scheduling issue
we're having. As with many libraries, we have several staff who do not
work Monday through Friday schedules. Because of this, we often have
official city holidays that fall on people's day off. For several
years, we've been allowing those individuals to instead take another day
off in that same week or so. Our city has recently started thinking
this practice is odd. Thus, I would love to hear what you guys do when
an official holiday falls on an employee's day off. Do you have any
wisdom on this matter and how we might best discuss it with the City?
