Now remember something here:  private sector firms are covered by the  
National Labor Relations Act.  Public agencies are not.  They are  covered by state 
laws.  A big difference there.  Most public entities  do not oppose organizing 
by their workers--certainly not like the private sector  does.  That's why 
such a high proportion of city/county/state workers are  in unions.  Easier to 
do, less opposition.
