You actually can have fun with these people. <EG> Let them ship and then
tell UPS to refuse the shipment for you!
But what I like to do is to say over and over during the conversation,
"You understand that I did not order this and therefore I am not
obligated to pay for it, so send it on, but you understand that you're
*giving* this to our library."
They finally get tired of listening to it and hang up. Makes my day!

This demonstrates the value of using purchase orders. If an invoice
doesn't
cite a PO number the recipient can state that it wasn't ordered, and the
shipment will be returned at the sender's expense. I've even threatened
to
charge storage for unordered merchandise, or to give it to a deserving
charity.
