One thing I've learned about these tactics, is that when they send you a
bill, for something you haven't ordered, don't pay it.  When they follow up
and threaten you (which has happened) simply tell them that Jane Doe is not
authorized to purchase materials for the library and they are out of luck,
and that they can either send a postage paid pick up notice, or it will be
discarded.

That usually works.  There is no reason to be afraid of bullying tactics.
