[Publib] Charging for transient computer users

We charge $1 for 1/2 an hour, $2 for an hour, limit is 1 hour per day.
We do allow 15 minutes free once every 30 days to cover folks who are
just passing through and need to check email or whatnot. The fee applies
to anyone without a library card with us, no matter where they live.
