[Publib] Charging for transient computer users

About half the libraries in our consortium are in a resort/cottage/camping region and get a lot of summer visitors. The general consensus is that good library services, including public access PCs and wireless, are features to attract summer people to the area--it's another amenity that encourages them to come to our area. And this is good--even though they don't live here they contribute greatly to the local economy.
