1. Developing rules/policies regarding what can be circ'ed, loan periods,
who qualifies for a card, appropriate ID in a shared system, when the
member libraries answer to dozens of different library boards.
2. Knowing what absolutely MUST be the same within a federated shared
system (appropriate ID) and what merely is convenient if it is the same
(loan periods).
3. Ensuring that shared policies don't get in the way of innovation by
members of a shared system. Can a library go self-check or move to RFID and
stay within the agreed upon policies? Are the policies flexible enough to
encourage experimentation?
4. Making self-check and other circ related self-services as seamless and
zipless as possible.
5. Services only available to people who pay taxes in the right areas.
6. Services that used to be circulation (magazines) that don't generate
statistics anymore (on-line databases).
As for making changes in response to a monthly variation - think strategy
and operational doctrine, not tactics.
