The symbol was promoted by ALA President, Elizabeth Stone--as noted 
in her obituary:

Elizabeth "Betty" Stone, dean emerita of the School of Library and 
Information Science, Catholic University of America (CUA), 
Washington, DC, died on March 6. She was 83. Stone joined the faculty 
of what was then the Department of Library Science in 1961 and became 
chair in 1972. When the School of Library and Information Science was 
established in 1981, she was named dean, the position she held when 
she retired in 1983.

Stone also served as president of the American Library Association 
(ALA) in 1981-82. During her tenure, ALA helped institute the 
issuance of an "America's Libraries" postal stamp and creation of the 
blue-and-white symbol used nationally on road signs to symbolize 
libraries.
