Let us consider historic public funded programs.  Below is a short list 
of those which significantly impacted my ancestors and my life.
/
1785  Land Ordinance (Northwest Territory)/
"The ordinance was also significant for establishing a mechanism for 
funding public education. Section 16 in each township was reserved for 
the maintenance of public schools."

/1862  --- three acts passed when, significantly, some congressmen left:
1)  Homestead Act of 1862/
"The *Homestead Act* was a United States Federal law

/2)  Land Grant Universities of 1862/

/3)  Pacific Railway Act of 1862/
"The *Pacific Railway Act of 1862* (12 Statutes at Large, 489)[1]

</wiki/United_States_Congress>, was approved and signed into law by the

/1944   G.I. Bill/
"The *G.I. Bill* (officially titled *Servicemen's Readjustment Act* of 
1944, PL346, 58 /Statutes at Large/ 284) provided for college or 
vocational education for returning World War II </wiki/World_War_II> 
veterans </wiki/Veteran> (commonly referred to as GIs 
</wiki/GI_%28term%29> or G.I.s) as well as one year of unemployment 
compensation. It also provided many different types of loans for 
returning veterans to buy homes and start businesses."
