Let us consider historic public funded programs. Below is a short list
of those which significantly impacted my ancestors and my life.
/
1785 Land Ordinance (Northwest Territory)/
"The ordinance was also significant for establishing a mechanism for
funding public education. Section 16 in each township was reserved for
the maintenance of public schools."
http://en.wikipedia.org/wiki/Land_Ordinance_of_1785
/1862 --- three acts passed when, significantly, some congressmen left:
1) Homestead Act of 1862/
"The *Homestead Act* was a United States Federal law
</wiki/United_States_Federal_law> that gave an applicant freehold
</wiki/Freehold_%28real_property%29> title to 160 acres </wiki/Acre>"

/2) Land Grant Universities of 1862/
"*Land-grant universities* (also called *land-grant colleges* or *land
grant institutions*) are institutions of higher education in the United
States </wiki/United_States> that have been designated by each state to
receive the benefits of the Morrill Acts of 1862 and 1890
</wiki/Morrill_Land-Grant_Colleges_Act>."

/3) Pacific Railway Act of 1862/
"The *Pacific Railway Act of 1862* (12 Statutes at Large, 489)[1]
<http://www.cprr.org/Museum/Pacific_Railroad_Acts.html>, as enacted by
the United States </wiki/United_States> Congress
</wiki/United_States_Congress>, was approved and signed into law by the
President, Abraham Lincoln </wiki/Abraham_Lincoln>, on July 1, 1862
</wiki/1862>. Officially entitled *"AN ACT to aid in the construction of
a railroad and telegraph line from the Missouri river to the Pacific
ocean, and to secure to the government the use of the same for postal,
military, and other purposes,"* "

/1944 G.I. Bill/
"The *G.I. Bill* (officially titled *Servicemen's Readjustment Act* of
1944, PL346, 58 /Statutes at Large/ 284) provided for college or
vocational education for returning World War II </wiki/World_War_II>
veterans </wiki/Veteran> (commonly referred to as GIs
</wiki/GI_%28term%29> or G.I.s) as well as one year of unemployment
compensation. It also provided many different types of loans for
returning veterans to buy homes and start businesses."
