Strategy/mission first, then operational matters, finally tactics.
Librarians tend to focus on this backwards, starting with tactics,
thus never getting to a real strategy. In defending and defining your
institution, it is vital to start with the basics - your library's
mission. Nothing else will earn you public funding.
