[Publib] LCCN for book to be published

Hello,

I have a patron who is in the process of publishing a book.

She has been informed by the Library of Congress that her book does not meet
the minimum standards to receive a LCCN number (it's less than 50 pages, and
is not a children's book).

She was wondering if she is required to have a LCCN number to publish the
book.  I'm sure the answer is no, but I have not been able to find any
documentation backing this up.  Can someone please direct me to some
information, whether it be a book or internet site that I can give to her?
(I have already searched LOC)
