I suppose where the public library is located can be a factor--depending on the size of the city or town and the number of colleges and universities in and around the area.
Whenever a college student comes in or calls (either at Book Information or the division desk) and gives me their research topic or a periodical title, I'll check to see what our holdings are. If we don't have it, I'll ask if he or she has been to the college library. Sometimes yes, others not. (In one case, a few education majors needed children's books and their college library didn't have much) For those who didn't, I'll encourage them to do so. If it's something special, I'll make a referral to Library of Congress. I believe the best thing you can do is to help the student in whatever way you can.
Of further note, not all academic libraries are open to outside patrons--I know of two here in DC who don't allow them.
Hope this helps!
