[Publib] Book rental plans for libraries

Hello,
Our small rural library has used a book rental plan (200 books a yr) for the past 11 months. I feel I still haven't used the plan most effectively, I haven't yet hit my groove with it. Sometimes I get one copy of what I think our patrons will want, later I ask for 2 more. Sometimes we will be keeping the books, sometimes I buy a few of the recommended titles through other sellers......I waffle month to month.
Do you just rent a few copies of a few best sellers to meet your quota? Any ideas or input or your 'plan of attack' will be appreciated.
