[Publib] Counting Reference Questions

Some libraries use different categories of questions, instead of just
"reference". This would keep track of every time a librarian/staff
member is needed, regardless of whether any other resource was used.
I've seen categories like directional (where's the bathroom) and
technical (copier, printer, computer), and dividing non-fic reference
and reader's advisory.
