[Publib] car repair databases

We have access to AllData and Auto Repair Reference Center.  While the
ARRC appears to go back further, that older information seems to be for
Jeeps only.  I have less experience with this one than for AllData, but
they seem quite similar.  I seem to get a lot of questions regarding
wiring, but nothing we have seems to really satisfy that need.

We switched from Auto Repair Reference Center (ARRC) to Motor All Data
because it is far more detailed than ARRC.  (Motor All Data is marketed
primarily to mechanics, not libraries.)  The cost is about the same as
ARRC.  The drawbacks are that it can only be used in house, there are no
usage statistics available, and it only goes back to 1982 (ARRC goes
back to the 1940s).
