[Publib] car repair databases

We switched from Auto Repair Reference Center (ARRC) to Motor All Data
because it is far more detailed than ARRC.  (Motor All Data is marketed
primarily to mechanics, not libraries.)  The cost is about the same as
ARRC.  The drawbacks are that it can only be used in house, there are no
usage statistics available, and it only goes back to 1982 (ARRC goes
back to the 1940s).

repair...I'm familiar with Chilton, but are there any others that may be
better?
