[Publib] Targets for budgeting

I used to prepare budgets that way and still find this has some use in  
talking to the library board.  The old ALA standard that dates from the  1960's was 
20% for materials.  In recent years I have found our county  budget and 
management staff to be singularly unimpressed by such input based  standards.  They 
will pay a little attention to comparative data about  other similar 
libraries, but it seems to come down to some variation of "you  tell us what the 
benefit to the taxpayer is going to be if we give you the  money".
