[Publib] Targets for budgeting

Hello-

I know that many of us use some percentage of budget as a target for a particular program-60-70% for salaries or 10-14% for materials budgets, for example.  We are  using 1% as a target for a training budget.
Has anyone attempted to use similar percentages for technology, marketing,  public programming etc?

Do any of you have a particular book around this type of budgeting that you would like to recommend?
