[Publib] recovering materials after a disaster

One quarter of our city suffered a major flood last summer that most
residents did not have flood insurance for so there was no personal
insurance to go against.  We immediately forgive patrons any and all
fines/fees as this was an act out of their control....though we had one
older patron bring back her books and they were crusted with mold amd oily
sludge and they went straight to the dumpster!

But our insurance policy is handled by the city and we are (still) working
with the adjustor to get our $1,000+ back that we lost.  We complied a list
and sent it to them and hopefully it will be handled soon.
