[Publib] limits on overdue items

We don't renew books at all, overdue or not.
Users can borrow until they owe $10 in overdue fines. At that stage
their cards are blocked and we cannot override until the book is
returned and the money paid

1) Your library places limits on the number of overdue items a customer
may have on their account before they are allowed to check out more
items.
2) Your library allows items to be renewed if they are overdue. If so,
how many times can they be renewed?
