[Publib] state and other holidays to close

In CA, some jurisdictions are starting to take Cesar Chavez' Birthday as a holiday - when I worked in Sacramento that was more common than now in the LA area, but it's growing. We don't have that where I work yet, but it has been put on the table. When I worked in Sacramento I think we got Admissions Day too (day CA admitted to the US) but I think that was purely a State Capital thing, I haven't seen it common anywhere else.
Here in Torrance, we take both Lincoln and Presidents Day. But, interestingly, the City of Torrance (us) take Lincoln's Day on the actual date, so the day of the week floats, while the school district always pushes the same holiday to the nearest Monday. This usually leaves us with a day when library is open and school is closed, which makes the heavy after school crowd libraries dance a jig of joy and they get some behind the scenes work done, then a day when the school kids come and find the library closed, so they hang out outside, do skateboard stunts, stuff dirt in the bookdrops, and I'm pretty sure they don't get their homework done. Every year we warn the schools of the day we will be closed, to little avail in minimizing the kids hanging out in front of a closed building. Two different agencies ...
